How Council Tax Bands Work
Council tax is charged on every domestic property in England, Scotland, and Wales. The amount depends on your property's valuation band, which was set by the government in 1991 based on an estimate of what the property would have sold for at that time. Even though property values have changed dramatically since 1991, the bands have not been updated in England and Wales.
Each council sets a Band D rate for the financial year. Other bands are calculated as a fixed fraction of that rate: Band A pays 6/9 (66.7%) of Band D, Band B pays 7/9, Band D pays the full amount, and Band H at the top pays 18/9 (double the Band D rate).
Bills can be spread over 10 or 12 monthly instalments. A 25% single-person discount applies if you live alone. Students in full-time education are exempt. Local councils also offer Council Tax Reduction (CTR) schemes for people on low incomes, though eligibility and amounts vary by council.

Council tax bands are set by the Valuation Office Agency (VOA) in England and Wales, and by the Scottish Assessors Association in Scotland. Bands A to H are based on the estimated market value of your property in April 1991, regardless of its current value. You can check your band on the VOA website or contact your local council. If you believe your band is wrong, you can appeal, though bands can only be changed if a material change to the property has occurred.
Yes. If you live alone, you receive a 25% single-person discount. Full-time students in full-time higher education are exempt. Some other residents (such as apprentices, people with a severe mental impairment, or those on certain benefits) may not be counted for council tax purposes. If all residents of a property are exempt, the property may not be charged at all. Contact your local council to apply for any discount.
By default, most councils spread council tax over 10 monthly instalments from April to January. You can request 12 monthly instalments to reduce the monthly amount. You can also pay the full year in advance in a lump sum. Missed payments can quickly lead to a full year's bill becoming immediately payable.
Each local authority sets its own Band D rate based on its spending needs and central government funding. Councils with lower central funding grants, higher service costs, or larger local government budgets tend to charge more. The amount also includes precepts from the police and crime commissioner, fire authority, and sometimes parish or town councils. Westminster has historically had the lowest council tax in England due to high business rates income.
Council Tax Reduction (CTR) schemes are available from each local council for people on low incomes. The amount of support varies by council.
